It is hoped everyone is having a good winter and looking forward to a glorious Spring!

Your Board of Directors and newly appointed Advisory Committee have spent much time and effort in discussions and are working on things for our community benefit.

Sometimes, to move forward, we need to back up a little, take time to refresh things and seek new directions.

When all of us purchased our homes, an essential part of our commitments and agreements were to abide by the recorded By-Laws, Declaration of Covenants, Conditions and Restrictions. This we all did, and our signatures are present on our deeds in public records.

Attached you will find a copy of the recorded instruments that are a part of your deed. They can be found on the Prism website ( Just to refresh our minds  please read over carefully. What we might have been told or inferred is one thing but what the recorded documents say is our guideline.

Over the years, with many having faithfully served on Boards and committees, the goal has always been to have unity and harmony in sharing life together as neighbors.

The concept and basic nature of a townhouse community is commonality with limited creativity and individuality. A townhome can offer a little more individuality and a single family detached home even more but then sometimes restrictions on those can be quite onerous.

Your elected Board of Directors is charged with using discernment and good judgment to implement the intent of our By-Laws and Covenants. Our community will continue to flourish as homeowners are made aware of our governing documents and discuss options on how to meet these guidelines. The Board desires to do what is fair and wise while maintaining the atmosphere and feel of our community.

As we all realize, over the years, there have been some variances that do not adhere to the established guidelines in the recorded and agreed upon restrictions. Step by step, we will address variances that are the most far afield or egregious first. We plan to address these immediately, will talk with the respective owners, and offer to assist in modifying and helping where we can.

Many have said that Pebble Creek, being some 27 years old, is one of the best maintained developments they have seen. We have but a few units being rented and for many it is their permanent home. The exteriors, having been professionally maintained are the envy of many other developments. The equity in our homes has also held up due to how we have all worked together.

Matters such as flags, decorations, storm doors, flower pots, ornaments, edging, reflective windows, yard art, decking, items in the rear of units, garage doors and several other items are being discussed and will be addressed.

We have just initiated our Pebble Creek website. This will be an excellent tool to provide current information on many matters to us all.

You have asked us to serve you and we are doing our best to help made Pebble Creek as good, attractive and pleasant a place to live as possible. Thank you for your commitment to keeping this a great community! Your cooperation is greatly appreciated.

Pebble Creek Home Owners Association Quarterly Newsletter #4 – 2014

Dear Fellow Pebble Creek Homeowners,

Our annual meeting December 18th is fast approaching and your information package is enclosed with this newsletter.  Please note that there will be no special assessment during 2015 and the monthly dues will remain at $160. We hope you will attend and join us in greeting new members to our community and vote for the new Pebble Creek HOA Board members.

We (the Pebble Creek HOA Board) hope to finish 2014 trimming the trees along the street and add new shrubs and bushes.  Some areas have become overgrown with plants too big or when trimmed look bare. These new plants need watering at least weekly. If you are unable to water the new plants or would like to help your neighbors around you in doing so contact Jack Bowman or Debbie Peek.

The Architectural Committee has been making visits to units inspecting the common grounds and exterior.  For our unit (128) they approved the plants and upgrades made but disapproved the front door that has a glass panel insert. Every change we made was written down with a notation whether approved or disapproved and a copy was given to us.

Remember before any changes or additions may be made to the exterior of a unit or to common property written permission must be requested and granted in writing by the Board of Directors.
